Esta Paschalidis-Chilas

Chief Executive Officer

Since joining 4Cs in February 2021, Esta has led the organisation with over 30 years experience in multicultural public health, advocacy, policy, not for profit management, governance, small business and government. A qualified Social Worker (UNSW, 1990), she has served as CEO, senior leader and Board member across a range of organisations, including Metro Assist, Settlement Services International, Refugee Council of Australia, NSW Health and the Settlement Council of Australia. She is also a long time Canterbury resident, having lived in the area since 1972, and served as an elected Councillor on Canterbury City Council.

A co-founder of Settlement Services International and the Settlement Council of Australia, Esta also chaired the Refugee Council of Australia. She is a Director at Warakirri College, Deputy Chair of the Community Council for the Central and Eastern Sydney Primary Health Network and was named Pro Bono Australia’s Impact 25 Winner in 2019 and Canterbury Woman of the Year in a previous year.

Deeply committed to fostering an inclusive, empowered and thriving community, Esta is an active volunteer in her cultural community, the Greek Pontian community. She is currently completing her MBA at UNSW while overseeing the operational management of 4Cs, leading its dedicated team and providing strategic advice to the Board to support its governance responsibilities.

Kate Maclean

Community Sector and Capacity Building Manager

Kate joined 4Cs in 2011, bringing extensive experience in community development across the not for profit and government sectors, including work with Canterbury City Council and other local organisations. She holds a Bachelor of Social Work and a Graduate Certificate in Community Management. Having lived and worked in the Canterbury Bankstown LGA for over 20 years, Kate has deep local knowledge and strong service connections.

Over her time at 4Cs, Kate has led a wide range of community programs, training initiatives, diverse partnerships, outreach services and community-led projects such as the Lakemba Community Garden, Lakemba Markets, Listening@Lakemba, and Environment@Lakemba. She currently leads Community Sector and Capacity Building programs.

Passionate about collaboration and social justice, Kate works to empower the community and promote inclusivity and is proud to be part of a dedicated team creating a thriving, welcoming and supportive local community.

Lyn Milne

Manager Aged Services

Lyn joined 4Cs in June 2021 but her connection to the organisation spans over 20 years during which she has watched it grow from a small grassroots group into a vital community service provider. Drawn to the community sector for its flexibility and the opportunity to support others, Lyn has built a career dedicated to improving lives.

Her extensive experience in local government includes roles at Concord, Canterbury, Marrickville and Inner West Councils, where she worked across aged care, disability support, youth programs, community safety, LGBTIQ inclusion and urban sustainability.

At 4Cs Lyn leads aged services with a strong focus on wellness and reablement, ensuring older community members can maintain their independence and quality of life at home, supported by our dedicated care workers, volunteers and a wide range of programs.

Anna Bazzi Backhouse

Operations Manager

Anna brings a diverse background in education, project management and community engagement to her role as Operations Manager at 4Cs. A former educator and Operations Manager of an independent high school, she has also worked for state agencies including the Department of Education and NSW’s state insurer, icare, in roles such as Project Manager and Consultant.

Her career spans disability advocacy, not for profits, the arts and local government, including her time as Program Manager at Casula Powerhouse Arts Centre. Having lived in the Canterbury Bankstown and Inner West areas for over 20 years, Anna has a deep connection to the local community.

A passionate social justice advocate, Anna is committed to disability rights, women’s empowerment, multiculturalism and building resilient, inclusive communities.
